Perfume is oil. It needs oil to hold onto.

Fragrance oils bond to oils, not water. Your skin's natural surface oils are what the scent grabs.
Dry skin barely has that layer, so the fragrance has nothing to hold and lifts right off. Moisturized skin gives it a landing pad.
